So glad we could help our client amalgamate a studio and 1 bed flat into a larger single unit of accommodation, creating a beautiful 2 bed apartment with much improved living space. A challenging project as not only did we have to consider the implications of the host building, which is Grade II listed and in a Conservation Area, but also the fact that we were seeking to remove a unit of accommodation when there is a need for additional homes across the borough and London as a whole.
Making the case for amalgamation of 2 flats
It was certainly a sensitive scheme, but the offer of the studio and 1 bed flat were part of a historic subdivision and didn’t meet current space standards. The carefully designed scheme sought to improve the accommodation on offer by amalgamating the two units, improving living and amenity space, making some internal changes to accommodate this and also to replace and improve a conservatory to the rear. In essence, turning substandard accommodation into a spacious, bright and inviting home.
Following a review of the proposals, site, context and relevant policies, 3 decisive issues were apparent – the impact on the supply of housing in the borough; impact on the listed building and conservation area; and the impact on neighbouring amenity.
In regard to housing, Local Plan policy generally resists the loss of units through amalgamations, however, there are exceptions. Looking carefully at policy and local precedent we were successful in making the case for an amalgamation on this site, supported by a legal agreement to prevent a stepped approach to further amalgamation within the building.
In regard to the impact of the proposals on the heritage asset and conservation area, it was agreed that the proposals in fact enhanced the asset, making improvements and safeguarding the future integrity of the building. And given the sensitive nature of the redesign, there were no issues in regards to impact on neighbouring amenity.
