Many basement extensions can be constructed under Permitted Development rights, but others need full planning permission.

Basements often appear to be permitted under Part 1 Class A.1 of the General Permitted Development Order (GPDO), however Councils are often keen to exercise development control where they can (see the Royal Borough of Kensington & Chelsea’s 47 pageĀ SubterraneanĀ Development SPD).
